Putting the Horse Back in the Barn

A tongue-in-cheek joke about the success of 9-1-1 being the fault of Johnny and Roy might not be too far off base. The successful branding of EMS as the solution for any situation deemed by the caller as an emergency means customers expect action. With use of EMS increasing in almost all countries, is it time for EMS to reconsider the you-call, we-haul philosophy? Or, as these panelists say, put the horse back in the barn?
