Four Pennsylvania Ambulance Operators Indicted For Fraud

PHILADELPHIA – Fox 29 Investigates has learned exclusively Thursday morning that the U.S. Attorney has indicted four Philadelphia area ambulance company operators for healthcare fraud.

Indicted is 43-year-old Boris Rostovsky, the operator of the Gray Eagle Ambulance Co. In an indictment unsealed Thursday morning, the feds charge Rostovsky with carrying out a scheme to fraudulently bill Medicare by transporting patients by ambulance who were able to walk or travel by paratransit.

Also indicted are Ivan Tkach and Alla and Ilya Sivchuk. They’re charged with health care fraud in their running of the Advantage Ambulance Co.
