The City of Burlington Fire Department (CBFD), Racine and Walworth Counties (pop. 10,924) is seeking highly motivated, dedicated fire service personnel to establish an eligibility list for the position of full time Firefighter/Paramedic. Effective January 1, 2020, the City of Burlington Fire Department became a full-service fire and A-EMT level emergency medical services department. In 2022, CBFD is applying to become a Paramedic Level EMS department. CBFD is a combination department consisting of nine full-time career Firefighter/EMTs, one Fire Inspector, one Public Safety Administrative Assistant, one Chief, and 35 volunteers.
Starting annual salary is $52,157.49.
Essential Duties:
Respond to fire and emergency calls
Provide BLS/ALS and first aid treatment in accordance with laws, protocols, and directions
Write reports documenting incident data, patient assessment and treatment
Operates radios and other communication equipment
Perform general maintenance work of equipment, vehicles, apparatus, and facilities
Present fire prevention and education activities to the public
Minimum Qualifications:
Be age 21 or older by time of hire
Valid driver license with a satisfactory driving record
High School or Equivalency diploma
WI State or National Registry Paramedic
State of Wisconsin certified Firefighter II
State of Wisconsin certified Driver Operator
Candidate Physical Ability Test (CPAT) Certification
Candidates must successfully pass oral interviews, written exam, fitness for duty physical, psychological evaluation, drug screen and background investigation (to include criminal and motor vehicle history).

ESSENTIAL JOB FUNCTIONS:
- Quickly assesses the nature and extent of a patient’s illness and/or injury and administers appropriate emergency care within the licensure and training of a South Carolina State paramedic. Emergency care may include computing amounts of drugs or IV fluids and administering them; applying knowledge of drug dosages, reactions, and interactions; performing endotracheal intubation; operating cardiac monitoring equipment and defibrillators; performing cardiopulmonary resuscitation; assisting in child birth; applying Kendrick Extrication Device (KED); operating a pulse oximeter; bandaging wounds; operating and maintaining all other pieces of emergency equipment which the paramedic is licensed to use in the State of South Carolina.
- Determines patient condition in order to decide upon appropriate treatment and/or to assist a physician in making such decisions by conducting a primary assessment that includes checking level of consciousness, airway, breathing, blood pressure, pulse, lung sounds, pupils, skin color and skin temperature; and by conducting a secondary assessment that includes a focused or complete head-to-toe physical inspection and asking the patient or other knowledgeable persons about medications, current medical treatment, and prior conditions or illnesses.
- Uses muscular strength, coordination and endurance needed for lifting, moving and restraining patients. Able to work in adverse weather conditions, including extreme heat and extreme cold. Able to work long periods of time in a standing position and perform well with little sleep.
- Uses aural keenness needed to evaluate physical characteristics of a patient such as blood pressure, crepitation, and lung sounds.
- Has the ability to function well in stressful situations to deal tactfully with patients, family members and co-workers. Able to cooperate and maintain a good rapport with fire, police and hospital personnel.
- Operates the ambulance communication equipment and communicates information in a professional manner. Relays patient assessment information to the medical control physician in a clear, concise manner and provides frequent updates as needed regarding the patient’s condition.
- Follows the pre-approved BCEMS protocols and/or treatment orders of the medical control physician.
- Prepares patients for transportation by “packaging” patients through use of appropriate splints such as back boards, cervical collars, and head immobilization devices; by removing patients from vehicle wreckage; and by restraining, lifting and carrying patients to and from the ambulance or up and down stairs.
- Drives the ambulance to reach and transport patients as quickly as possible while protecting the community from accidents by following local and state driving regulations and BCEMS vehicle operating policies and procedures; by using various maps and directional guides; and by applying a knowledge of County streets, roads and landmarks.
- Records information relating to patient assessment, treatment administered, and any other pertinent information on the electronic Patient Care Report (ePCR) and other appropriate documents in a clear, concise and timely manner.Ensures all billing information and signatures are obtained.
- Establishes priorities of care in a multi-casualty situation, and directs others to assist in care as needed utilizing the Incident Command System (ICS) as it pertains to BCEMS operations. Assumes a leadership role in patient care situations when working with an EMT.
- Checks the inventory of the ambulance at the beginning of each shift by visually inspecting and counting numerous items such as medical supplies and equipment. Keeps an ongoing inventory of equipment and supplies used during the shift and reports any equipment that is lost, broken or malfunctioning or which is not replaced during the shift. Ensures that the vehicle and all equipment is kept clean and in good working order at all times.
- Performs an emergency vehicle safety and operational inspection at the beginning, or when assuming control of, an emergency vehicle.
- Continually re-evaluates emergency care knowledge and techniques and participates in BCEMS training classes to maintain skill and knowledge proficiency, while fulfilling National and State relicensure requirements.
- Participates in public relation and public education presentations as requested. Presentations shall be conducted with a spirit of professionalism and enthusiasm. Provides tours of District facilities and vehicles, talking to groups, demonstrating procedures, and answering questions to increase public awareness of emergency medical care and procedures.
- Completes routine housekeeping tasks and other assigned duties including cleaning of the ambulance and the crews’ living quarters in order to prevent the spread of contagious diseases and maintain a constant state of preparedness.
- Performs other duties as assigned.
Requirements
- High School diploma or equivalent; Associate’s Degree in EMS or other healthcare related field preferred.
- One (1) year experience; preferred.
- Must have and maintain a valid driver’s license for South Carolina, or be able to obtain within 30 days of relocation, with a safe driving record;
- Must have and maintain American Heart Association (AHA) Basic Life Support (BLS) certification;
- Must have and maintain AHA Advanced Cardiac Life Support (ACLS) certification;
- Must have the following National Incident Management System certifications (ICS 100, 200, 700); ICS 800 preferred.
EMT Requirements:
- National Registry Certification or ability to acquire within one (1) year of State licensure required.
- SC EMT Certification or ability to obtain reciprocity; required.
Paramedic Requirements:
- National Registry Certification required;
- SC Paramedic Certification required;
Special Requirements:
- AHA Pediatric Advanced Life Support (PALS) preferred; or will obtain within 6-months of hire;
- National Association of EMTs (NAEMT) Pre-Hospital Trauma Life Support (PHTLS) preferred; or will obtain within 6-months of hire;
- National Association of EMTs (NAEMT) Advanced Medical Life Support (AMLS) preferred; or will obtain within 6-months of hire;
- Departmental testing may be administered during interview;
- A criminal background check will be completed on selected applicant if a current one (less than 3 years old) is not on file.

About the Department
The Fairfax County Fire and Rescue Department (FCFRD) received a Class 1 rating from the Insurance Services Office (ISO) in 2014 and was accredited through the Commission on Fire Accreditation International (CFAI) in 2018. The FCFRD is a premier all-hazards fire and rescue department providing basic and advanced life support (BLS and ALS) emergency medical services (EMS), fire suppression, technical rescue, hazardous materials response, water rescue, life safety education, fire prevention, and arson investigation services. Approximately 1,400 highly trained uniformed personnel work in 39 strategically placed fire and rescue stations. FCFRD field personnel work one of three 24-hour rotating shifts. The FCFRD staffs 38 ALS engines, 14 ALS trucks/towers, eight ALS rescue squads, five tankers, a hazardous materials unit, a hazardous materials support unit, and 42 emergency medical transport units. Several other types of apparatus, such as brush trucks, boats, and support vehicles supplement the needs of the FCFRD. Additionally, the FCFRD is home to VATF-1/USA-1, part of the Federal Emergency Management Agency (FEMA) response system, and one of two internationally deployable Urban Search and Rescue (USAR) Teams in the United State .
Duties include:
Conducts patient assessment (e.g., evaluates the respiratory, cardiovascular, and central nervous systems)
Provides basic and advanced emergency medical care to stabilize the condition of the critically ill or injured prior to transport to a medical facility.
Confers with the supervising physician or hospital via radio or telephone, providing the patient’s medical history and condition.
Administers medication via intravenous, subcutaneous, intramuscular, intraosseous, or sublingual routes
Administers advanced emergency medical procedures (e.g., inserting airways, interpreting and treating cardiac arrhythmias, performing defibrillation, electronic pacing)
Participates in multi-disciplinary cutting-edge training to prepare for tasks such as tactical emergency casualty care (TECC) and Field-Available Component Transfusion Response (FACT*R)
Responds to emergency calls to protect life and property
Combats, extinguishes, and prevents fires
Participates in rescue extrication operations and provides emergency medical care to the sick and injured
Drives emergency apparatus, including, but not limited to transport units, engines, trucks, rescue squads, and tankers
Performs related work as required under direct supervision
Participate in Community Risk Reduction and Community Outreach activities

Possession of a valid motor vehicle driver’s license and Certified as a Virginia Office of Emergency Medical Services EMT-P and/or National Registry Paramedic at the time of application, and at all times during employment in the uniformed service. Certification as a Hazardous Materials First Responder in accordance with Fairfax County training standards

Flight Paramedic LifeFlight 10K Signing Bonus
Provides advanced pre-hospital and inter-facility patient care from initial contact until care is relinquished to the accepting medical facility. Maintains thorough patient care documentation of assessment and intervention throughout the entire transport and will practice within the scope of practice as defined by the state of Tennessee and programs protocols. Demonstrates proficient clinical knowledge and competency of psychomotor skills during transport and will maintain through actively participating in ongoing advanced skills laboratories and hand-on clinical exercises. Acts as a clinical role model and resource to resolve complex situations and patient care issues. Participates in improvement activities and problem solving projects as assigned by the leadership team. Communicates safety concerns to leadership team, educational needs of customers and service area and deliver stellar customer service to both internal and external customers.
KEY RESPONSIBILITIES:
Plans and manages care according to the LifeFlight and VUMC standards while able to independently plan, deliver and evaluate goal focused, individualized, safe, age specific care for all patients within the scope of TN and Vanderbilt Scope of Practice.
Maintains clinical proficiency and competency per regulatory and accreditation compliance.
Participates in (self and program) improvement activities and problem solving projects.
Reviews current research and participates in applying findings for evidence based practice.
Competent in documentation that accurately reflects care provided and meets LifeFlight documentation standards.
Competent in collaborative communication to facilitate quality patient care and ensure safe hand off when care is relinquished at the accepting facility.
