This position is responsible for the administrative functions of the Emergency Medical Service (EMS). Completes Patient Care Reports within established time frames. Ensures all aspects of our EMS program are compliant with federal, state, and local laws as well as County policy. Supervises paid volunteer Emergency Medical Technicians (EMT).
Essential Functions
Completion of Patient Care Reports (PCRs) – The primary function of this position is completion of PCRs to ensure prompt and consistent billing within all established insurance guidelines. Completes and submits all PCRs to Fallon County Public Health within ten (10) days of the initial ambulance run. All required corrections will be completed and submitted within a maximum of thirty (30) days from the initial ambulance run. Responds in a timely, professional manner in addressing questions, concerns, and/or corrections with Public Health staff to ensure prompt resolution of issues. Follows up as necessary with individual volunteer EMT’s in their completion of PCRs.
Ambulance and Building Maintenance – Ensures ambulances are at the ready by completing a daily inspection, checking all shorelines, and that all systems are charging. Inspects for cleanliness and adequate supplies. Checks tire pressures, oil, fluids, and oxygen levels in tank. Schedules oil changes and other motor vehicle maintenance. Performs a system check on emergency response lights, scene lights, load lights and blinkers. Washes ambulances as needed. Conducts necessary inspections of equipment and vehicles to ensure appropriate maintenance and cleanliness of equipment for effective and professional response by EMS personnel. Cleans the office, ambulance bay and restrooms to maintain a safe and sanitary working environment.
Department Administration – Maintains licensure and registrations of Fallon County EMS with required governmental entities. Verifies licensure status of current and/or new volunteer EMT’s, including confirmation of any required education. Maintains accurate inventory of all operational materials, equipment, and supplies, orders as necessary. Submits invoices to the Clerk & Recorder and approves claims in a timely manner to allow expedient payment to vendors. May complete billing for various events and/or unpaid balances.
Prepares annual budget with the County Commission; directs and controls the expenditure of departmental funds allocations within the constraints of approved budgets. Attends meetings with the Commission.
Supervision of Others – Oversees the volunteer EMT schedule to confirm all call time is covered to support prompt, timely, and reasonable EMS response to calls for service 24 hours a day, 365 days a year. Has the authority to determine if a volunteer EMT is removed from the schedule. Calculates timesheets for all volunteer EMTs, verifying on-call time and ambulance runs. Submits timesheets in accordance with the payroll schedule. Resolves conflict between volunteer EMT’s to foster productive and safe working relationships. While it is the individual volunteer EMT’s responsibility to maintain their licensure, may identify various educational resources. Facilitates a monthly meeting for scheduling volunteer EMT’s and providing up-to-date EMS information and procedures. Maintains documentation of all meetings.

Knows the location of first aid kits, fire extinguishers and other safety devices. Attends all safety meetings including annual training. This position will not perform potentially hazardous tasks or use any hazardous material until properly trained.
Supervisory Responsibility
This position supervises and directs a staff of paid volunteer EMT’s.
Work Environment
This position performs work in a professional office environment. This role routinely uses standard office equipment such as computers, telephones, photocopiers, filing cabinets and fax machines.
Compensation
The starting wage for this position is $26.38 per hour. After successful completion of the probationary period and gaining permanent employment status, the wage will increase to $27.38 per hour. Please note during the first year of employment, an employee is not eligible for a COLA (Cost of Living Adjustment) as this is built into the wage steps. This position requires enrollment in the Public Employees Retirement System with an established contribution rate for both the employee and the County.
Position Type/Hours of Work
This is a part-time, permanent, thirty (30) hour a week position. While work will occur in a daily six (6) hour shift Monday through Friday, with a one-hour lunch period, the specific schedule will be determined at the time of hire.
Physical and Environmental Demands
While performing the duties of this job, the employee is regularly required to speak or hear. This work requires periods of extended computer use requiring manual dexterity and typing. The employee is frequently required to sit for long periods as well as to stand, sit, bend, and reach with hands and arms. May be required to stoop, kneel, crouch or crawl. May be required to lift up to twenty-five (25) pounds. Specific vision abilities include close and distant vision.

Employment with Fallon County requires a high school diploma or equivalent. Must be at least eighteen (18) years of age. Experience as a current or past Emergency Medical Technician is required. Must be proficient in Microsoft Office Suite.
Preferred Education and Experience
Previous experience in supervision of staff is preferred.
Additional Eligibility Qualifications
Must possess or obtain a Montana driver license within thirty (30) days of employment. This position may operate a County owned vehicle and is subject to motor vehicle driving history reviews in accordance with Fallon County policy.

The Division Chief – Clinical is responsible for managing MCHD’s clinical performance. The Division Chief-Clinical will coordinate education and training to ensure quality initiatives are consistently improving overall clinical performance.
ESSENTIAL DUTIES AND RESPONSIBILITIES include the following:
Create, maintain, and manage to department budget.
Develop staff through training, education and timely feedback for ongoing performance management and employee growth.
Collaboratively work with the Medical Director, Assistant Chief of EMS, and the Division Chief – Quality and Process Improvement to maintain a continuous quality improvement system.
Create, implement, and hold staff accountable to department and organization policies and procedures.
Work collaboratively with the Division Chief – Quality and Process Improvement to identify, track, analyze, create and report action plans for department quality metrics and risk mitigation.
Establish and model a service-oriented culture that supports the organizational values and goals.
Design, implement, and oversee training programs for new and existing staff and affiliated responders.
Oversee and manage EMT and other offered educational courses.
Oversee and manage controlled substance management for EMS system in compliance with regulatory agencies.

Assure feedback to crews and recommendations for action by EMS Operations, EMS Quality, and Department of Clinical Services.
Work collaboratively with Division Chief – Quality and Process Improvement to ensure the electronic medical record system meets the requirements of the organization, including performance analysis.
Work collaboratively with Materials Management Manager to maintain an adequate supply of required medications.
Assist the Chief of EMS and Assistant Chief of EMS in the coordination, evaluation, and oversight of the field District Chiefs.
Coordinate with the Chief of EMS and Assistant Chief of EMS to ensure that clinical and operational goals are met.
Work collaboratively with others in the organization to assure high levels of Customer Satisfaction.
Advise the Chief of EMS, Assistant Chief of EMS, Medical Director, and the MCHD Board of Directors on clinical matters as necessary.
Responsible for oversight of EMS field training to assure all organization needs are met.
Responsible for coordinating with EMS Operations to ensure credentialed EMS employees are maintaining their required field hours.
Be involved with clinical training and monitored teaching.
Responsible for Community EMS education and training.
Responsible for first responder organization relationships.
Coordinate research projects as available.
Monitor the national standard of care for applicable improvements.
Participate in an Administrator on Call system.
Other duties as necessary that are reasonably consistent with the above.
Spend 8 hours per month in the field on an ambulance, observing as a third rider.
If not field credentialed, you may not engage in patient care or fill vacancies as a second crewmember and should not work field hours in excess of your weekly 40-hour requirement.
If credentialed as a PRN field employee, you may engage in patient care and this requirement may also be met by filling vacancies as the second crewmember. This 8 hours may also count toward your monthly 12-hour requirement.
Field time for credentialed employees beyond the 8-hour monthly requirement and outside of their normal scheduled administrative hours should be clocked-in for that assignment and will be adjusted to Department Rate Overtime (DRO).
These hours may only be clocked-in and paid at DRO as an active second crewmember that is filling a vacancy and not as a third rider.
SUPERVISORY RESPONSIBILITIES
Directly supervises the employees in the Department of Clinical Services and clinical supervision of all credentialed providers. Carries out supervisory responsibilities in accordance with the organization’s policies and applicable laws. Responsibilities include interviewing, hiring, and training employees; planning, assigning, and directing work; appraising performance; rewarding and disciplining employees; addressing complaints and resolving problems.
MINIMUM QUALIFICATIONS
Bachelor’s degree preferred; and a minimum of 7 years related experience and/or training.
Specialized training or experience in quality improvement, curriculum development, customer service efforts and pre-hospital care is preferred.
SKILLS AND KNOWLEDGE
Proficient word processing, database, and spreadsheet skills required. Basic Email and internet skills required. A basic understanding of medical databases and data reporting and analysis is required.
Must obtain and maintain clinical authorization as a District Chief. If not authorized at the time of job offer, the authorization must be obtained within 365 days of employment.
Clinical authorization as an Attendant Paramedic must be obtained within 90 days of employment and clinical authorization as an In-Charge Paramedic must be obtained in 180 days.

Requirements
Under general supervision of the Company Officer, provides entry-level fire suppression, prevention, and emergency response while training to become a Firefighter. Performs public education, rescue and emergency medical services for the residents and visitors of Los Alamos County, the National Nuclear Security Administration, and the Los Alamos National Laboratory (LANL). Maintains confidentiality of all privileged information.
Minimum Qualifications:
•High School Diploma or GED (on or before June 2, 2023)
•Must be eighteen years of age (on or before April 21, 2023)
•Must be a United States Citizen.
•Must possess, or ability to obtain within first thirty days of employment, and maintain a valid New Mexico CDL-E driver’s license.
•Must promote to Firefighter 2 by the end of the Fire Academy.

•Must obtain ICS 100, 200, 700, 800B and 804 certifications or equivalents by the end of probation.
•Must possess, or must make application for a DOE Q clearance within thirty days of employment with ability to obtain, and maintain a DOE Q clearance and is subject to additional federal background investigation. Prior to issuance of the Q clearance, must be eligible at all times to be escorted into secured areas until such time as the initial investigation period has expired and a Q clearance is issued. Subsequently, should Q access authorization be under review, but not suspended or revoked, and employee remains eligible to be escorted into a secured area, a reasonable time for reinstatement shall be allowed.
•Successful passing of the LAFD examination related directly to the job duties by receiving satisfactory scores on an assessment of their abilities.
