Ohio County EMS Chief Accused of Scamming Residents

Set to be arraigned today on fourth- and fifth-degree felony theft charges, Ryan D. Pracht, 31, of 114 Westchester Drive, is also accused of using his position as president of Washington County EMS to illegally collect money, according to investigators.
