Car Plunges into Frozen Wash., D.C. Creek

WASHINGTON - United States Park Police say a man found in a car that plunged into a frozen creek has died.



Park police identified the victim as 22-year-old Joshua Kulman of Arlington, Va.



Park police say units were dispatched to Rock Creek Parkway south of P Street about 10:20 a.m. Sunday after a caller reported seeing a vehicle overturned in the creek. Officers spent about 10 minutes looking for the vehicle, which had water frozen around it when it was found.



Kulman was removed from the car by the fire department and taken to George Washington University Hospital where he was pronounced dead after resuscitation efforts were attempted.



Park police are asking anyone with information about the death to call their criminal investigations branch.
