For months Fox 29 has been on the hunt for it in the Philadelphia area in the ambulance business.
In part 1 of a two-part report, Jeff Cole looks at walkers, front-seat riders who are patients who shouldn't even be on-board an ambulance, and asking who's trying to stop it.

For example, a typical ride to a medical center in an ambulance could cost $450, with all the money potentially being billed to Medicare.
