LOS ANGELES (AP) — A new study says the Los Angeles Fire Department is too big and unwieldy.

The research was done because of concern over department response times.

The report by PA Consulting says the agency should be divided into four geographic areas and a new deputy chief should be hired to handle paramedics. City News Service says the report says discipline needs an overhaul and the chief needs a five-year contract because his post has become a revolving job that has destabilized the department.

It also says the chief isn't getting enough respect and support staff lacks technical skills.

Mayor Eric Garcetti says he is working on the problems and he has hired a reform-minded interim chief.

The Fire Commission is expected to talk about recruiting on Tuesday.
