Departments of Transportation and Health & Human Services Jointly Release Draft White Paper on Emergency Medical Services Innovation Opportunities

| Monday, July 15, 2013

The Departments of Health & Human Services and Transportation continuously look to the future at how emergency medical services may be delivered and paid for as accountable and performance-based care is implemented nationwide.

The National Highway Traffic Safety Administration (NHTSA), the Health Resources & Services Administration (HRSA) and the Office of the Assistant Secretary for Preparedness and Response (ASPR) at HHS have jointly collaborated on the development of a draft white paper that presents one example model of the potential for cost savings if EMS systems adopted protocols and strategies to innovatively triage and treat patients.

The draft paper is entitled Innovation Opportunities for Emergency Medical Services is attached and will shortly also be available at http://ems.gov/innovation.htm.

There are several significant ways for EMS systems across the country to more appropriately care for their patients while maintaining financial sustainability. This draft white paper and model concept will be helpful as local, regional, tribal, and state EMS and health system planners prepare frameworks, options and funding strategies for innovative collaboration among health providers. Readers are encouraged to review the white paper and to provide the agencies with comments, suggestions or additional data.

Along with partners from the Departments of Homeland Security and Defense, and many other agencies, the Federal government has supported EMS system development and improvement for over 45 years.

Comments on the draft paper can be submitted to nhtsa.ems@dot.gov.
